Temporary Certificate of Registration

Also known as: temporary guard card, temporary registration

A short-term BSIS authorization allowing a security guard applicant to work while their full guard card application is being processed.

In some circumstances, BSIS allows an applicant who has submitted a complete guard card application and fingerprints to receive a temporary certificate of registration, permitting them to work for a limited period while the full background check and application review are completed. This bridges the gap created by processing times.

For a Sacramento PPO facing staffing shortages, this option can help fill posts more quickly, but it is not a substitute for the full registration process, and the temporary certificate carries its own expiration date and conditions. Property managers should understand that a guard working under a temporary certificate has passed initial screening but not necessarily the complete review.

If the underlying application is ultimately denied, the temporary certificate is revoked and the individual can no longer work in that capacity. Reputable companies track which staff are working under temporary status and follow up to ensure the permanent registration is finalized.

This mechanism is one of the more technical parts of the guard card system and is generally not something property managers need to manage directly, but understanding it helps interpret occasional gaps between a new hire's start date and their formal registration issuance.
