Live Scan Fingerprinting

The electronic fingerprint submission process California uses to run criminal history checks on security guard and PPO applicants.

Live Scan is the electronic fingerprinting system used throughout California for occupational licensing background checks, including BSIS security guard registration and PPO licensing. Fingerprints are captured at an approved Live Scan location and transmitted electronically to the Department of Justice, which forwards results to the requesting agency along with FBI data when required.

Anyone applying for a guard card, firearms permit, or PPO license in the Sacramento area will need to complete Live Scan as part of the application, and many local law enforcement offices and private Live Scan providers offer the service. Processing times vary, and applicants generally cannot begin working in a licensed role until results clear.

For a property manager, the existence of a Live Scan requirement means every properly licensed guard has passed a state and often federal criminal history check before ever being placed on assignment. This is one of the core public-safety functions of the guard card system, distinct from any additional background screening a security company may conduct internally.

Live Scan results are not one-time; BSIS also receives ongoing notification of new arrests or convictions for licensees through the DOJ's subsequent arrest notification system, allowing the agency to act if a guard's status changes after initial licensing.
