ABC Licensed-Premises Security Requirements

Also known as: ABC security conditions, liquor license security requirements

Conditions the California Department of Alcoholic Beverage Control can place on liquor-licensed venues requiring dedicated security staffing.

The California Department of Alcoholic Beverage Control (ABC) can attach conditions to a business's liquor license, particularly for venues with a history of incidents, requiring specific security measures such as licensed guards during certain hours, ID checking procedures, or a minimum staffing ratio. These conditions are enforceable as part of the license itself.

A Sacramento bar, nightclub, or event venue operating under such conditions must ensure any contracted security guards meet standard BSIS licensing requirements in addition to satisfying whatever specific conditions ABC has imposed. Failing to meet these conditions can jeopardize the venue's liquor license, not just its security contract.

Property managers or venue operators dealing with ABC conditions should keep records showing security staffing on nights required by the license, since ABC investigators may request documentation during a compliance check.

This is a narrower, venue-specific overlay on top of general security licensing law, relevant mainly to hospitality and entertainment properties rather than typical residential HOAs or office buildings.
