What BSIS registration involves
BSIS, a division of the California Department of Consumer Affairs (DCA), administers the Security Guard registration under the Private Security Services Act (Business and Professions Code Section 7580 et seq.). Applicants submit fingerprints for a state and federal background check, pay the required fee, and complete a specified number of hours of BSIS-mandated pre-assignment and follow-up training covering topics like legal authority, use of force, and emergency procedures, delivered by trainers approved by BSIS.
Registration must be renewed periodically, and BSIS maintains a public license-verification tool so employers, property managers, and the public can confirm a guard's registration is current before or during an assignment. Because requirements, fees, and training hour totals are set by regulation and can be updated, always check bsis.ca.gov for the current figures rather than relying on any third-party summary, including this one.
What a guard card does NOT mean
- It does not confer police powers or special arrest authority — see the citizen's-arrest article.
- It does not by itself authorize carrying a firearm; that requires separate BSIS firearm permit registration and additional training.
- It does not guarantee a specific employer's internal training exceeds the state minimum — reputable companies typically add site-specific and ongoing training beyond BSIS requirements.
