HOA security refers to patrol, standing guard, or gate-staffing services contracted by a homeowners or condominium association's board on behalf of the community, operating within the bounds of the association's CC&Rs, board-approved policies, and the Davis-Stirling Common Interest Development Act's governance requirements.
Because an HOA's authority comes from its governing documents rather than public law-enforcement power, patrol officers working an HOA contract enforce community rules (parking, guest registration, common-area use) through documentation and, where needed, coordination with local police — not independent police authority.
Board approval, an RFP process, and vendor vetting are common governance steps HOA boards take before and during a security contract to support their fiduciary decision-making.
