Because security decisions often involve recurring cost and resident-facing policy (enforcement of parking rules, guest access, common-area patrol), boards frequently combine board approval with a documented RFP process and vendor-vetting steps to support the decision.
Board approval is a governance and procurement step, not a legal certification of any particular company's licensing — that verification runs through BSIS separately.
