A high-security padlock uses hardened steel shackles, tighter tolerances, and pick-resistant pin configurations to resist common attack methods like bolt cutters, shims, and lock-picking tools that defeat cheaper padlocks quickly. These are typically used on utility gates, storage yards, dumpster enclosures, and construction site fencing.
On a real property, a high-security padlock is only as effective as the hasp, chain, or gate hardware it's attached to — a strong lock on a weak hasp can simply be pried off the mounting point rather than the lock itself being defeated. Exposure to weather and dust can also gum up internal mechanisms over time without occasional maintenance.
Key control is the recurring weak point: even the most pick-resistant padlock offers little protection if duplicate keys circulate uncontrolled among staff and vendors. Restricted keyway padlocks that require authorization to duplicate address this but add administrative overhead.
In a patrol program, officers checking a gate or storage enclosure during rounds should verify the lock is actually engaged, not just present, since a padlock hung on a hasp without being locked provides no security at all — a detail worth specific mention in post orders.
