Fire Watch Permit / Authority Having Jurisdiction

Also known as: fire watch requirement, temporary fire watch

A fire-department-issued authorization for a temporary fire watch, used when normal fire protection systems are impaired.

A fire watch is a temporary measure required when a building's fire alarm, sprinkler system, or other fire protection feature is out of service, and the local fire department or fire marshal, acting as the authority having jurisdiction, may require a formal fire watch permit or notification before allowing occupancy to continue. Trained personnel patrol the affected area on a set schedule looking specifically for fire hazards.

In the Sacramento area, this often comes up during construction, renovation, or system maintenance at an apartment complex or commercial building when the sprinkler system must be shut down temporarily. The fire department typically specifies patrol frequency, documentation requirements, and how quickly the fire watch must begin once the system goes down.

Security guards can perform fire watch duties, but the role requires specific training focused on fire hazard recognition and reporting rather than general security functions, and the fire department may require proof of that training as part of authorizing the arrangement.

Property managers arranging a fire watch through their security vendor should confirm the vendor understands the fire department's specific logging and notification requirements, since inadequate documentation can result in the fire watch being deemed noncompliant even if patrols were actually performed.
