Why uniformity matters more than raw brightness
A common misconception is that adding more, brighter lights automatically improves security. In practice, mismatched fixture spacing creates alternating bright and dark zones, and human eyes adapt to the brightest point in view — making the dark gaps look darker than they would in flat lighting. The IES parking facility guidelines (IES RP-20) recommend evaluating a uniformity ratio (average illuminance divided by minimum illuminance) rather than a single average number, because a lot can average 2 foot-candles and still have unlit corners near stairwells, dumpster enclosures, or building recesses.
For most surface parking lots and access drives, a working target is an average of roughly 1–2 foot-candles with a uniformity ratio no worse than about 4:1, tightening to lower ratios at entrances, ATMs, transit stops, and pedestrian crossings where recognition of an approaching person's face matters at distance. Vertical illumination (light hitting a person's face, not just the pavement) is often more important than horizontal footcandles at the ground for recognition and camera usability.
Glare and light trespass work against the goal. A fixture that blinds a pedestrian or a security camera lens reduces useful visibility even as it raises measured lux. Full cutoff or shielded fixtures aimed downward reduce glare, control light spill onto neighboring parcels, and typically satisfy municipal dark-sky or nuisance-lighting ordinances that many California cities have adopted.
Practical lighting checklist for property teams
- Walk the property after dark at least quarterly and log any fixture that is out, flickering, or obstructed by tree growth — most jurisdictions and insurers expect burned-out fixtures repaired within days, not months.
- Prioritize entrances, stairwells, breezeways, mailbox/parcel areas, and pedestrian paths between parking and buildings — these are the highest-incident locations in most residential and commercial crime data.
- Match fixture color temperature and mounting height to the space; overly tall, widely spaced poles in small lots often leave mid-block dark zones despite meeting an average lux target.
- Pair lighting upgrades with camera placement reviews — a camera aimed into glare from its own adjacent light fixture produces unusable footage.
- Track work orders and repair timelines so lighting maintenance becomes measurable, not anecdotal, for board or ownership reporting.

Good lighting reduces opportunity; it does not report a burned-out fixture, an intruder, or a suspicious vehicle at 2 a.m. A contracted mobile or standing patrol supplies the human observation layer that turns a well-designed environment into an actively monitored one — officers document lighting outages in real time, note recurring dark spots that maintenance staff might not walk past, and generate the incident reports that give a board or owner evidence for prioritizing capital repairs.
