Deployment Plan

The staffing document specifying which posts are staffed, by how many officers, at what hours, and with what equipment for a given site.

A deployment plan is the staffing blueprint for a contract — which posts exist, how many officers cover each one, what hours each post runs, whether a post is armed or unarmed, and what equipment (vehicle, radio, camera access) each post requires. It's the document an account manager builds with the client at the start of a contract and revises as the client's needs or budget change, and it's the basis the shift supervisor uses to know whether the site is fully staffed on any given day.

On a real property, the deployment plan has to reflect actual risk and traffic patterns rather than a flat, evenly distributed schedule — a retail center might need double coverage during a holiday shopping weekend and minimal coverage on a slow weekday morning, and a plan that doesn't flex for that mismatches cost to actual need in both directions. Deployment plans also specify what happens when a post can't be filled — whether it goes uncovered, gets combined with another post, or triggers a call for on-call staff — rather than leaving that decision improvised in the moment.

A common failure is a deployment plan that was accurate when the contract was signed but never revisited as the property changed — new tenants, a new entrance, a change in the client's risk tolerance — leaving staffing based on a snapshot of the property from years earlier. Plans that are purely cost-driven, cutting to the minimum a client will accept rather than the minimum the actual risk supports, are also a recurring source of coverage gaps.

A properly maintained deployment plan is reviewed periodically with the client, referenced by the post commander and shift supervisor for daily staffing decisions, and adjusted formally — not just informally — when circumstances change enough to warrant it.
