The Private Security Services Act, codified beginning at Business and Professions Code section 7580, establishes the statutory basis for licensing and regulating private patrol operators (PPOs), security guards, and related occupations in California under the Bureau of Security and Investigative Services (BSIS). It sets baseline requirements around licensure, registration, training, and permissible conduct for the industry.

Every Sacramento security company operating as a private patrol operator, including firms holding a PPO license number, derives its legal authority to contract for and provide guard services from this statutory chapter, and any client engagement should be able to trace back to a properly licensed operator and properly registered guards.
