BSIS Guard Card Requirements in California: 2026 Step-by-Step Guide

Every person who works as a security officer for a licensed private patrol operator in California must hold a BSIS guard card — formally a Security Guard Registration issued by the Bureau of Security and Investigative Services (BSIS) under the Department of Consumer Affairs. This guide explains what the state requires, what the training covers, and how long the process takes.

Who needs a guard card

You need a Security Guard Registration if you are paid to perform guard or patrol duties for a licensed private patrol operator — standing posts, mobile patrol, retail loss prevention, event access control, or alarm response. Proprietary in-house officers employed directly by the property owner fall under a separate registration category. Carrying a baton, firearm, or Taser requires additional permits on top of the guard card.

The baseline requirements

• Be at least 18 years old.
• Complete a Department of Justice and FBI criminal history background check via Live Scan fingerprinting.
• Complete the required Powers to Arrest and Weapons of Mass Destruction training before you begin work.
• Submit the BSIS application with the current state fee.

The 40-hour training breakdown

California requires 40 hours of training within the first six months of registration:

1. 1.8 hours before you start work. Powers to Arrest (Business and Professions Code 7583.7) plus Weapons of Mass Destruction awareness. Nobody may work a post without this.
2. 2.16 hours within the first 30 days. Public relations, observation and documentation, communication and conflict resolution, plus mandatory core topics.
3. 3.16 hours within the first six months. Elective and assignment-specific modules — trespass, evacuation procedures, workplace violence, chemical agents, and post-specific instruction.

After registration, officers complete 8 hours of continuing education every year to keep the card current.

Timeline and cost

Live Scan results usually return within a few days, though delays happen. Most applicants receive a registration number within two to six weeks of a complete submission. Budget for the state application fee, the Live Scan rolling fee, and the DOJ/FBI processing fees, plus training tuition if your employer does not cover it. How to verify a guard card

Anyone can verify a registration on the DCA public license lookup at search.dca.ca.gov using the officer's registration number. Property managers should verify every officer assigned to their site — a legitimate contractor will hand over card numbers without being asked. If a company refuses, treat that as your answer.
